Meta charges per message, by template category. Marketing templates are always charged. Utility and authentication templates are free inside an open customer service window and charged outside it. All non-template messages are free within that window. Rates vary by the recipient's country, and volume tiers lower them as you send more.
Most explanations of WhatsApp pricing quote a rate and stop. The rate is the least useful part, because two businesses sending the same number of messages can pay wildly different amounts depending on when they send them. The windows are the pricing model. Everything else is arithmetic.
You are charged per message, by category
Meta bills per message delivered, and what you pay depends on which of three template categories it falls into:

Rates are set per country, based on the recipient's calling code rather than where your business is. India's marketing rate rose on 1 January 2026, and the authentication-international rate on 1 April 2026.
The 24-hour customer service window
This is the part worth understanding properly. When a customer messages you, Meta opens a 24-hour customer service window. While it is open:
- Every non-template message is free. Plain text, images, documents — anything you type back.
- Utility and authentication templates are free.
- Marketing templates are still charged.
Once it closes, you cannot free-type at all. Only templates go out, and they are charged. So the same conversation costs nothing or costs money depending entirely on whether you replied inside a day.
The free entry point window, which is better still
If someone reaches you by tapping a click-to-WhatsApp ad or a call-to-action on your Facebook page, a different and more generous window applies. Meta opens a 72-hour free entry point window, on one condition: you respond within 24 hours.
While open, you can send any type of message to the user at no charge.
Any type of message. Including marketing templates, which are otherwise always charged. And it runs independently of the 24-hour service window, so it stays open even after that one closes.
For anyone running lead generation into WhatsApp, this is the single most valuable clause in the pricing documentation — and the whole thing hangs on replying within 24 hours. Miss that, and you pay full price to talk to a lead you already paid an advertising platform to send you.
Volume tiers
Utility and authentication rates fall as monthly volume rises. Tiers are specific to a market and a category, only charged messages count toward them, messages are aggregated across all the WhatsApp Business accounts in a business portfolio, and the whole thing resets each month.
What changes for India in 2026
Meta launched billing localisation on 1 January 2026 for partners and directly-integrated businesses whose Sold-To country is India. If that is you, there is a deadline attached: eligible accounts must migrate their WhatsApp Business Accounts to INR by 31 December 2026, or face delivery disruption from 1 January 2027.
Worth putting in a calendar now rather than discovering in January.
What this means in practice
- Answer fast and most of your messaging is free. The windows are built to reward it.
- Budget for marketing templates, not conversations. Those are the ones that always cost.
- Count your templates, not just your messages. Every follow-up variant in every language is its own approved template.
- If you run click-to-WhatsApp ads, the 24-hour response rule is worth real money. Not a service-level aspiration — a line on the invoice.
